Tensions boiling over Hastings Drive

In an interview, Norfolk’s manager of development and cultural services, Chris Baird, said what owners of hazard land can and cannot do is “very grey.” However, he added that county staff are not ordering the removal of recreational vehicles and trailers because they are not considered to be “structures.” They still have wheels and license plates and can be moved out at any time, he noted. What is banned on hazard land, Baird explained, are commercially run campgrounds.
